TKAG: SA government gullible on fracking

Cape Town – The government needs to involve all parties affected by fracking in a comprehensive and far-reaching study, the Treasure the Karoo Action Group (TKAG) said on Thursday.

“It is beyond embarrassing that the government of the economic powerhouse of Africa can be so gullible,” TKAG CEO Jonathan Deal said in reference to an Econometrix fracking study by Shell in 2012.

“It is not enough to swallow the promises of companies who gamble with the future of this country while promoting their own profit objectives.”

Fracking, or hydraulic fracturing, is the process of fracturing rock by pumping pressurised liquid deep into the ground to extract natural gas trapped in shale layers.

The Econometrix study constructed a macro-economic model to analyse the economic opportunities should a large amount of gas be found in the Karoo.

Moratorium

The TKAG and AfriForum released a peer-reviewed critique of the study on Thursday, which questioned the efficacy of the economic model used.

“No one macro-economic model, and certainly not simple theoretical models, can be used to base policy decisions on,” they said.

“Intellectual monopolies in the modelling domain do not lead to better decisions, especially when potentially game-changing shocks to broader socio-economic and ecological systems are anticipated.”

Mineral Resources Minister Susan Shabangu on Thursday announced the gazetting of technical regulations on shale gas exploration and exploitation, which would allow 30 days for public comment.

She said the proposed regulations prescribed international industry practices and standards, which would ensure exploration was conducted in a “socially and environmentally balanced manner”.

A year ago, Cabinet agreed to lift a moratorium on applications to explore for shale gas in the Karoo using fracking.

The decision was based on recommendations contained in a report on shale gas exploration prepared by a technical task team, Minister in the Presidency Collins Chabane said last September.

Shabangu said one of the report’s main recommendations was to ensure that the regulatory framework was robust enough to mitigate any negative impact should fracking be approved.

Kaapstad. – AfriForum en die Treasure the Karoo Action Group (TKAG) is reg vir ’n hofstryd met die regering sodra die eerste lisensies vir skaliegaseksplorasie in die Karoo toegeken word.

AfriForum het genoeg geld daarvoor, sê Jonathan Deal, direkteur van die TKAG.

Die regering het Donderdag tegniese regulasies oor hidrouliese breking – die proses om metaangas uit diep ondergrondse skalierots te onttrek – bekend gemaak en mik daarna om voor die verkiesing in 2014 eksplorasieregte toe te ken.

Monica Schmalenberger van Sacramento, Kalifornië, het haar by die TKAG-span aangesluit spesifiek om met die verwagte hofstryd te help. Sy was die wetgewingsassistent van senator Fran Pavley van Kalifornië wat baie streng wetgewing oor die regulering van hidrouliese breking in dié Amerikaanse deelstaat help deurvoer het.

Schmalenberger weet die TKAG het nie die geld om haar ’n salaris te betaal nie en gaan vir ’n jaar as vrywilliger help.

Deal wys intussen op van die internasionale oliemaatskappye in Amerika wat hulle aan skaliegas onttrek of hul bates aansienlik moes afskryf weens ooroptimistiese aanvanklike skattings van hoeveel skaliegas wel daar ontginbaar is. Shell wil nou sy skaliebates in Texas en Colorado verkoop en BHP Billiton moes die waarde van die Fayettville-skaliegasbates met $2,84 miljard verlaag minder as 18 maande nadat hy dit by Chesapeake gekoop het.

Hy het prof. Martin de Wit van De Wit Sustainable Options gevra om die studie wat Econometrix in 2012 met finansiering van Shell oor die ekonomiese impak van skaliegas op Suid-Afrika gedoen het, te ontleed.

De Wit meen die korrekte ekonomiese model word nie in die studie gebruik om die werklike impak te raam nie.

Volgens die Econometrix-studie kan 290 000 tot 700 000 werkgeleenthede geskep word. Dis gegrond op skaliegasreserwes van tussen 20 en 50 tcf (1 tcf = 1 000 miljard kubieke voet).

Die Amerikaanse Geologiese Opname skat Suid-Afrika se skaliegasreserwes op tot 485 tcf, maar die Petroleumagentskap van Suid-Afrika se veel beskeier skatting is enigiets tussen 15 en 30 tot 40 tcf.

Deal meen selfs in Amerika is die ramings vir skaliegasreserwes hopeloos ooroptimisties. Die Amerikaanse energie-inligtingsadministrasie het byvoorbeeld in 2011 die reserweskatting vir die Marcellus-gebied van 410 tcf tot 84 tcf hersien.

Terwyl die regering hoop op groot werkskeppingsmoontlikhede, is die werklikheid in Amerika dat hidrouliese breking hoogs tegnies is, met tegniese spanne van byvoorbeeld Oklahoma en Texas wat van plek tot plek by Pennsilvanië se skaliegasboorgate werk sonder noemenswaardige indiensneming van plaaslike mense.

– AfriForum en TKAG gaan boere wat teen skaliegasontginning in die Karoo gekant is, adviseer hoe om binne wetlike perke op te tree wanneer eksplorasiemaatskappye hul grond wil betree. “Ons gaan die voorbeeld volg van die hoogs suksesvolle Australiese beweging ‘Lock the Gate’.”

Lock the Gate verteenwoordig sowat 170 gemeenskapsorganisasies in Australië wat vreedsaam weerstand bied teen die snelle uitbreiding van steenkool- en aardgasontginning in veral die ooste van Australië.

Die Karoo:

– Het meer as 1 miljoen mense in 100 dorpe.

– Is 400 000 km² groot, sowat 40% van Suid-Afrika se grondoppervlakte.

– Lewer 30% van SA se rooivleis.

– Lewer 30% van SA se wol.

– Lewer 100% van SA se sybokhaar (50% van die wêreldproduksie).
